Dog owners face a recurring question in summer: where can I go to the beach with my pet? In Portugal, legislation is clear: during bathing season (usually June to September), dogs are banned from most supervised beaches. But there are exceptions — and they are becoming more frequent.

Legislation in Portugal

Decree-Law No. 93/2009, which regulates beach use, prohibits the presence of animals on beaches during bathing season, except in areas expressly designated for this purpose by municipalities. Outside bathing season — that is, from October to May — most beaches are open to pets without restrictions. During bathing season, municipalities have autonomy to create or delimit "dog zones" at some beaches.

Dog-friendly beaches by region

Algarve

The Algarve has been increasing its offer of pet-friendly beaches. The municipality of Lagos keeps the Praia do Canavial accessible to dogs throughout the year in a delimited section. In Portimão, the area of the Molhe Leste da Praia da Rocha is frequently used by dog owners. The municipality of Faro has dog zones in the Ria Formosa area. Always confirm with the local town hall before going, as rules may vary from year to year.

Litoral Alentejo

The most extensive and less crowded beaches of Litoral Alentejo — such as Praia de Comporta and the beaches of Costa de Santo André — have historically had more permissive enforcement outside the main supervised sections. For a calmer experience with your dog, beaches in Sudoeste Alentejano Natural Park (such as Odeceixe beach on the river side) are excellent options.

Lisbon and Setúbal Coast

In the Lisbon metropolitan area, Costa da Caparica has specific beaches for dogs at the northern and southern ends of the dune, outside supervised areas. Praia de São João da Caparica and Praia de Meco (Sesimbra) have informally recognized dog zones. On the north bank, Praia Grande do Rodízio (Sintra) allows dogs in certain sections during bathing season.

Centro and North

In central and northern regions, river beaches are generally much more permissive with pets than sea beaches. The Rio Zêzere, the Rio Lima and the Rio Minho have several river beaches where dogs swim freely. In North Atlantic beaches, municipalities such as Viana do Castelo and Esposende have been creating designated dog zones.

Rules to follow on beaches for dogs

  • Mandatory leash in access and parking areas — only let the dog off inside the dog zone
  • Poop bag — mandatory by law; fines for non-compliance can reach €750
  • Vaccination up to date — always carry your pet's vaccination record, especially at organized beaches
  • Fresh water for the dog — hot sand and summer sun cause rapid dehydration in animals
  • Respect other beachgoers — not everyone likes dogs; keep the animal under control

Tips for a safe visit

Dogs, like humans, can get burned on noses and paws in hot summer sand. Avoid peak heat hours (12pm-4pm) and always bring fresh water. After swimming at sea, wash the dog with fresh water to remove salt, which can irritate skin. Be careful of jellyfish on Algarve beaches — some species are toxic for animals.
